CNN.com - Daytime curfew brings quiet to Baghdad - Mar 3, 2006: "With fears of full-blown civil war gripping Iraq, the capital was sealed off, cars were prohibited from entering, and all but the most official vehicles banned from traveling between 6 a.m. and 4 p.m."

Is the reason for the curfew based upon "fears of full-blown civil war," or "to clamp down on violence?" Is the fear of a full-blown civil just on the minds/headlines of the msm?
